The Trump administration has accused President Joe Biden’s Justice Department of working with pro-abortion organizations to create personal “documents” on pro-life Christian advocates that include personal information and photos of their children as part of a broader campaign by Biden officials to prosecute them under the FACE Act.

The Justice Department published the “2026 Report of the Task Force to End Christian Discrimination,” detailing in more than 200 pages the events and policies of the Biden administration that Biden Justice Department officials “aggressively pursued” to persecute Christians.

“The policies of the Biden Administration are often at odds with a Christian worldview and carry traditional religious practices,” the report said. “These conflicts often arose over abortion, gender stereotypes, and sexual orientation. Ultimately, the Biden Administration punished Christians who lived up to their beliefs.”

The report, compiled based on an executive order signed by President Donald Trump, alleges that former Attorney General Merrick Garland “armed” the Freedom of Access to Clinic Entrances Act (FACE Act) against protesters and pro-life activists through the renewal of the National Task Force on Violence Against Reproductive Health Providers.

The FACE Act makes it illegal to block or bar people from entering health care facilities, including both pregnancy service centers and abortion clinics, but the report says Biden Justice officials are working closely with abortion clinics and advocacy groups to prosecute protesters.

The report alleges that Garland’s Task Force will question abortion organizations about travel and pro-life advocacy work, prompting a warning from the FBI. The office told the Justice Department that pro-choice groups are tracking activists who engage in “1st Amendment protected activity.”

Despite this warning, the Task Force “surveillance” activists fighting for life respected by abortion organizations, suspecting that these activists are violating the FACE Act by participating in demonstrations outside clinics.

Garland’s Task Force will monitor suspected FACE Act violators for years, and abortion groups are said to have sent the Justice Department “security reports” or “documents” detailing the activities of pro-life activists, including their addresses and driver’s license numbers, as well as photos of their families and young children.

In 2021, the pro-choice group sent the Task Force and the FBI a 137-page memorandum detailing the pro-life conference, including the program, accommodations, and several documents for “non-choice people.” Many of the people included in the dossiers were later prosecuted by the Department of Justice.

The report said abortion organizations often complained to the labor movement about a certain pro-life activist.

“The Biden DOJ investigated this woman’s conduct nationwide until one of the United States Attorney’s Offices filed charges,” the report said. “After the conviction and the long sentence, the private organizations stopped complaining about him.”

The report alleged that the Task Force director would exchange messages with the National Abortion Federation’s security team and was in regular contact with the Planned Parenthood Federation of America and the Feminist Majority Foundation. The NAF security team was named “MVP” by the Task Force for its ability to flag protests by the Department of Justice “often in real time, often leading to[ed] investigation/prosecution.”

The report suggests that in many cases the Task Force was notified before local law enforcement responded.

In January 2025, Trump issued a full and unconditional amnesty to 23 pro-life activists and protesters prosecuted under the FACE Act.

The report comes weeks after the Justice Department published an 800-page report declassifying 700,000 internal records from the Biden administration showing how the SAVE Act was improperly used against conservative activists.

“This Department will not tolerate a two-tier justice system,” said Acting Attorney General Todd Blanche. “No department should prosecute based on beliefs. The weapons that happened under the Biden Administration will not happen again, as we restore integrity to our prosecution system.”
